Darij, those lists are automatically compiled, and consist of articles which somebody decided to "tag" with the relevant issue. Once the issue is solved, then you can untag the article, and it disappears from the list. Clearing backlogs is satisfying! :-)
The best place to make such proposals would be on the talk page of WikiProject Mathematics (en.wikipedia.org/wiki/Wikipedia_talk:WikiProject_Mathematics ). That page has a lot of eyes on it, so you're likely to get a quick response. Indeed, those sorts of organization-type discussions are very common, and they often end in some kind of agreement.
