Check if a point is in the interior of the convex hull of some other points in high dimensions, and lower-bounding the largest enclosed ball

In the meantime, I've edited the question a bit to clarify my additional question -- if we don't know whether the conv(P) has "volume" (non-empty interior, not the relative interior) or not, do we have some way to check it?
