@Sam Lisi: I'm guessing it was one of the several papers co-authored by Anne Pichon with "boundary of the Milnor fibre of nonisolated singularities" in the title (do a MathSciNet search).
@Emil: Interesting! (It is striking, however, that these seem to be the only examples of such a phenomenon, and the classes are "so small" that even defining a good notion of relativization for them took a long time.)
