Thank you for the response. Computing saddle connections of bounded length might be sufficient for my problem, if it could be done somehow uniformly for every flat surface in the family I'm interested in. Is there a characterization of (at least some) flat structures for which this is possible?

The link you posted (and the logical variations of it I tried) generates a 403 error for me. Perhaps it is only available on your local network?

There is a copy available at Crerar Library at Chicago. I'll stop by this evening and scan the appendix for you.
