No, I am not assuming any continuity on the vector field and yes, you could lack existence/uniqueness (if you lack existence, however, the set $C$ is empty, hence in any case Borel :-)). Concerning the $L^\infty$ assumption, I put it because I think that if you have local existence of an integral curve for a bounded vector field, then the curve can be globally defined.
