As another data point, [this REU](https://www.mathjobs.org/jobs/UMN/3249) for next summer clearly states that application is open to all, but that non-US citizens or green card holders cannot be compensated in the same way, due to the terms of the grant.  I suspect this is the case at most REU's, even if they don't make it as explicit.
