I found Frobenius's 1913 publication in the <A HREF="https://www.biodiversitylibrary.org/item/126263#page/528/mode/1up">Biodiversity Heritage Library.</A> (Somehow Google Scholar does not index it.) You can view the paper online and download the pdf by submitting an email address.
