If you are happy to work with the Operator Algebra approach to quantum groups, then Woronowicz's definition of a <a href="http://en.wikipedia.org/wiki/Compact_quantum_group">Compact Quantum Group</a> admits a perfect analogue of the Peter-Weyl theorem (looking at unitary corepresentations).
