Does there exist a matrix $\mathbf{A}$ that takes any vector $\mathbf{v}\in \mathbb{R}^n$ into the circulant matrix $\mathbf{C}_{\mathbf v} = \mathbf{A}\mathbf{v} \in \mathbb{R}^{n\times n}$ constructed from $\mathbf{v}$?
