The Riemann Hypothesis is true if and only if $m_{y}(f) = m_{0}(f) + o(y^{\frac{3}{4}-\epsilon})$ as $y \to 0$ for every $f \in C_{c}^{2}(\mathbb{R}^{\ast})$ and every $\epsilon > 0$.
