However, it seems to me that in the context of the question, equality would not make much sense since $H_{cusp}$ is the quotient of $H_1$, not a subgroup. I think the equality sign in question is just the (common) abuse of notation. Nevertheless, you have a very nice example which shows that torsion part of $H_1$ could lie in the image of $i_*$. It also suggests that one should check what happens in the case of other Seifert manifolds.
