Mar 5, 2020 at 21:27 comment added Sylvain JULIEN One should get from mathoverflow.net/questions/103968/… and Serre's error term for the Chebotarev theorem under GRH that the relative error term $\alpha_{n}/n$, that is the error term divided by the main term, is $O(n^{1/2}\log n/\pi(n))=O(n^{-1/2}\log^{2}n)$, hence the conjectured upper bound for $\alpha_{n}$.
