Jan 9 at 23:49 comment added David Roberts I knew someone who kept getting someone they thought was the same referee, and my vague memory is that the third time (as the paper went down the hierarchy of journals) the referee said as much as "This is the third time I've seen this paper, and I don't think much of it" (not literally those words, but you could tell). I suggest not doing that.
