(UPenn does require entering students to take an exam upon entering the program to guarantee that they have a certain amount of undergraduate-level competence: math.upenn.edu/grad/prelim.html) But like at Cornell, the big exam during the graduate program is fairly individualized.

Another idea that I'm toying with, but that's a bit much for MO perhaps, is anonymous feedback after talks
