Jan 11, 2011 at 11:38 comment added Harry Gindi @Daniel: Clark's answer extends to the general case of an arbitrary base category with grothendieck topology $\tau$ by defining $W_\tau$ to be $Sh_\tau^{-1}(Iso(Psh(C))$. The rather more interesting part of this question, however, is that there exists a direct characterization of these "systems of local isomorphisms". It is then a theorem that Grothendieck topoogies on $C$ are in canonical bijection with systems of local isomorphisms on $Psh(C)$.
