Applying the Mayer-Vietoris, one should be able to identify the rational homotopy type of the $\epsilon$-neighborhoods of $S^3$ for $\epsilon<1/5$ of the length of the circle fiber, and show that the fundamental class of $S^3$ does not vanish there.
