Dec 29, 2017 at 1:28 comment added Suvrit @MarkL.Stone -- Yes, TRS has a $\le$ in its standard formulation, but once you start solving it by case analysis, the non-trivial case is when the constraint is tight, and one has to deal with it. Thus, I pointed the OP to TRS.
