Oct 20, 2023 at 15:53 comment added Maxime Ramzi What I mean is that if $\mathcal C$ has appropriate colimits, then $Mod_A(\mathcal C)$ is a symmetric monoidal $\infty$-category; but even if not it is still an $\infty$-operad (although I'm not as sure that this has been recorded, which is why I contrasted this with "as expected")
Oct 20, 2023 at 15:29 comment added Piotr D. Thank you very much for this nice explanation. I think I get the gist of your answer, but I will need some time to check the details myself. When you say $CAlg(Mod_A(\mathcal C))$ is "to be interpreted as expected" in the presence of appropriate colimits, it sounds like you have another (perhaps simpler) definition in mind than the one using the operadic structure of $Mod_A(\mathcal C)$?
