(See Section 3 of the paper "The arithmetic of Prym varieties in genus $3$" by Nils Bruin, Compositio, 2008 for details.) In particular, one can do this over $F$ if and only if the Jacobian of $C$ has an $F$-rational $2$-torsion point.
