I guess the point is that Pontryagin duality shows $\mathbf{TorsAb} \simeq \mathbf{ProFinAb}^{\text{op}}$, and the latter has a symmetric monoidal structure given by completed tensor product with unit $\hat{\mathbf Z}$. | |
