As Deane says, there is mathematical value to colleagues, which is usually limited to those in ones area. Also there is ability to bring in grant money, which is especially appreciated by the Dean and the Head. And finally there is simply publication record, which makes it easy to send the promotion dossier past the outside committees. In practice these are all somewhat independent.
