This is just because the formulas for the actions of $E_i$ and $F_i$ on the standard basis of Fock space make sense at $q=1$. See Theorem 2.1 in Uglov's paper. These seem to make sense at other roots of unity as well...although certainly the structure of the representation would be much much complicated in those cases. | |
