This kind of quantitative statement is stronger than unique continuation, which is also unknown: i.e. it is not known if $\Sigma(u)$ must have Lebesgue measure $0$, or even empty interior. I would guess the right conjecture would be that the dimension is still $n-2$, not $n-p$.
