Feb 28, 2021 at 6:16 comment added HYL Suppose that (1) holds, then all the Chern classes of $\mathcal{E}$ vanishes. In this case it follows essentially from the Donaldson-Uhlenbeck-Yau Theorem that (2) holds iff $\mathcal{E}$ is $\omega$-polystable (where $\omega$ is any Kähler class on $X$).
