Isn't there some way to understand $K_w^{\mathcal{L}}$ straight from the definition?

So please tell me if I am correct but the fact that characters are compatible with Grothendieck's six operations should immediately imply the calculation by the character of the line bundle. But there are many points which are not clear to me for example: In 1.3, how is not $n^*E$ not always a sum of constant sheaves? Could you give me an example? Also, how did we get these characteristic functions in example 1.6?
