Jun 11, 2019 at 2:30 comment added Gerhard Paseman In addition to adding to the largest cycle, we can also borrow. Suppose we have m-1 fixed points and n sufficiently large (n > 3m, maybe?). Then for d with (d!)*2^d less than m-1, we can build d many 2 cycles and borrow from the largest cycle and still reduce the denominator. We can similarly craft a few small cycles from an equal number of 1 and 2 cycles and some borrowing from the largest cycle. Gerhard "Optimizing Is Give And Take" Paseman, 2019.06.10.
