My idea would be that you consider $\overline{\operatorname{Spec}{\mathbb{Z}}} \setminus \{p\}$ in the same way the the ordinary Beilinson conjecture uses $\operatorname{Spec}{\mathbb{Z}} = \overline{\operatorname{Spec}{\mathbb{Z}}} \setminus \{\infty\}$
