For example, Alexander's paper Combinatorial Analysis Situs already covered this topic. As a very old textbook, Alexanderoff's book Elementary Concepts of Topology, with a preface written by Hilbert in 1932, also covers this topic (which might be the first book related to algebraic topology that I read).
