BTW, I am interested in the concept of geodesible flow since many years ago. I mentioned it at this post: mathoverflow.net/questions/160945/…

Looks like being geodesible is equivalent to the existence of a 1-form obeying the stronger conditions $\theta(X)=1$ and ${\mathcal L}_X(\theta) = 0$. The paper of Sullivan ams.org/mathscinet-getitem?mr=508734 referenced in Tondeur's book suggests that horocycle flows may be a source of counterexamples to the original question (will have to think about this...).
