In a sense, one can repeatedly derive Eisenstein series and look at the full Laurent expansion at $s = 1$ of the partial zeta functions making up $\zeta_{\mathbb{Q}(\sqrt{-D})}(s)$, and use these to establish the expected formula for $\varphi(t) = t (\log{t})^m$, with any fixed $m \in \mathbb{N}_0$, under the Riemann hypothesis for $L(s,\chi_D)$.
