On approach of $P^{-1}(0)$, the constant in this estimate explodes, however, its blowup is controlled by higher-order derivatives of $Pf$. How many derivatives are actually needed depends on the degeneration of $P$. The above example is meant to illustrate that point. For the technicalities, see Hörmander's paper.
