Most (well, at least half of) real projective spaces don't fit under any of the categories a) to c) mentioned in the question. I think it makes perfect sense to ask if Whitney's Theorem can be improved for Lie groups, say, which are parallelizable.

Feb 21, 2016 at 1:36 comment added Ryan Budney This is a well-known wide-open problem. The answer is not known even if you restrict to $M=\mathbb RP^n$. I don't think there is much reason to anticipate any success at the level of generality you are interested in.
