I think I have a path of how to reduce the general problem of maximizing zeros in $x$ in $Ax=b$ in $\mathbb{F}_2$ to this problem, but I am not sure how to deal with the fact that his setup is undirected (hence symmetric) and whether I need to check for anything special about $\mathbb{F}_2$ here or whether this can be generalized. I'm new to reading papers, so it's interesting how he presents the non-commutative group of order 3, uses FOL in the Theorem 3.2 proof, etc.
