Jan 22, 2015 at 1:59 comment added George B. Thanks for the reply. It turns out that only (n-1)*(m-1) values are needed to fully determine the probability table. So, it suffices to constrain the first (n-1) and (m-1) values of each row and column respectively to be less than the given marginals and also constrain all values to be greater than 0. The remaining values can then be easily calculated.
