By "what conditions," I meant restrictions on $r$ which do not, on the face of things, have to do with $r$ living in some generic extension. For example: "if $r$ is in an inner model of $V$ not containing $0^\#$" would be such a condition.
Nov 29, 2014 at 23:31 comment added Monroe Eskew $0^\sharp$ is a counterexample. I'm not sure what you're looking for by asking "under what conditions," because you've just described the conditions, in a way that is perfectly definable in $V$.
