Just in case, as it seems that nobody has already mentioned this above: Russian Mathematical Surveys (the English translation of Uspekhi Matematichekikh Nauk) also publish quite a number of high-quality survey papers which usually occupy most of the issue but these papers are almost always written by Russian authors (and, I guess, some of them are just solicited by the Editorial Board).
