Apr 30, 2013 at 11:18 comment added Włodzimierz Holsztyński @Yuichiro, it sounds like you're right, that the above construction is classical just as it feels. I was fooled by Sloan's ECC tables. Up to say 1981 they were only at the end of the monograph which he coauthored. The tables were so small at that time that didn't tell me much. But years later they were way more extensive. And the above codes were missing. There were results around them but not the above results (withing the range of tables). I assumed that the authors knew everything there is to know about the tables. Thus I concluded--wrongly--that my codes were new. Thank you Yuichiro again.

I may be wrong, but it seems like the Steiner $3$-design $S(3,q+1,q^n+1)$ for prime power $q$ and $n \geq 2$, where the blocks are the images of $\mathbb{F}_q\cup\{\infty\}$ under PGL$(2,q^n)$. I heard this was in Witt's 1938 paper. Don't quote me on this though. I don't speak German, so I haven't read the original paper. And if you found this in 1978, it's already before I was born!
