I just searched (link.springer.com/search?query=Homotopic+topology), and the results don't include any books (although they do include an article by that title, with its author there transliterated as 'Fuks').

Feb 2, 2017 at 11:17 comment added dvitek @FrankScience It's available now! Perhaps they just had the wrong January. In particular if you have access at an institution with SpringerLink you can download a PDF of the book, and it still contains the Fomenko illustrations!
