These are (the projective images of) the maximal non-split tori of the subgroup of $PSL(3,q)$ isomorphic to (the projective image of) $GL(2,q)$. By way of comparison, the subgroups of order $(q-1)^2/d$ are the maximal split tori of the projective image of $GL(2,q)$. | |
