Jul 3, 2012 at 2:24 comment added ronggang @Jim: The question is motivated by the p-adic vertion of Rater's Theorem (Margulis Tomanov 94 Invariant measures for actions of unipotent groups over local fields on homogeneous spaces.) They proved the theorem for rational points of unipotent groups, then as a consequence said that the result is also true for groups generated by rational points of unipotent groups. The question arises from my attempt to understand arguments between Theorem 1 and 2 of that paper.

Here the $U_i$ are prescribe; if I don't miss anything, you seem to prove that $H$ is generated by finitely many $k$-subgroups. It's not clear to me why this implies that $H(k)^+$ is generated by the $k$-points of these subgroups, and neither why this implies that it's generated by the original subgroups $U_i(k)$.
