@Robert Israel: +1 Thank you for your comments. So from what I understand, I posted another snippet of the code. Could you please tell me if I am on the right page? Basically, instead of the all-or-none scenario, what I am now doing is calculating the probability for each neighbor within a node's vicinity.

Very deep and insightful answer. Thank you so much. I have recently found out about the Jensen-Shannon divergence metric and am trying to understand if I could utilize that instead. The paper "Divergence Measures Based on the Shannon Entropy" explains that this metric does not face the same issues as the KL-divergence metric. If you have any suggestions on this, it would be a great addition to your already insightful answer. Thank you for your time.

@Ashok: Yes. You are right. It looks like KL-divergence requires that both the PMFs be absolutely continuous with respect to each other. In my case, the second case of infinity is a problem. In my calculation, the histograms contain empty bins which I am not able to understand how to handle.

@Brian Borchers: I've taken Undergrad level Calculus. I've read about Partial differential equations in the process. I have taken a course on Control Systems but that was more towards Laplace transforms and Z-Transforms. I don't remember hearing about optimal control anywhere. And yes, I've studied feedback as part of Control Systems where most of it was related to transfer functions and root locus determination. Its been almost 8 years since I've studied those so I'm feeling a little lost now when I look at bang-bang structure and maximum principles.
