For a vector $v$, $v^{T}$ means a row vector. Now for a matrix $A$, $A^{T}$ can mean one of two things when the matrix is viewed in terms of vectors. Either the matrix is a row of column vectors or a column of row vectors. Which of the two is the conventional way of looking at the transpose of a matrix.
