Your comment clarifies things a bit; still it is not at all clear to me what you actually want to know. Typically one has an 'algebraic characterization of [something]' and the [something] is quite relevant. Are you actually trying to understand that paper, or did you give it just as some example where 'algebraic characterization' appears? – quid May 21 2012 at 13:11
