Suppose $f : X \to Y$ is birational morphism of smooth projective varieties. Is true that $N^1(X) = f^\ast N^1(Y) \oplus \bigoplus \mathbb R \cdot [E_i]$, with $E_i$ ranges over exceptional divisors?
