Background

Many folks have their own webpage on their University's website, and indeed it can be very useful, from obtaining an email to checking a page number or a conference date. It's also effectively a public relations tool, in particular with respect to students interested in science and math.

Issues

But I'm struck by the wide variety of such webpages: things are highly dependent on one's knowledge of various languages under acronyms such as HTML, CSS, RSS, PHP and so on. As a result, some pages are basic but efficient, some are quite messy, some look really top-notch high-tech. Some seem to be udpated rather easily and often, others not so much.

Question

So my question is:

what are programs available out there for easily creating from scratch, and then updating regularly one's webpages (including publication list with links to the arXiv, CV, etc.) while not having to do much coding at all. Maybe something taking a few LaTeX sources and pictures as input, plus a few general layout wishes, and returning a nice set of updated pages in a few clicks.

(I hope the question as stated satisfies MO policy, if not feel free to erase or modify it.)
